摘要：随着互联网产业在我国的迅猛发展，未成年人的现实生活空间日益与互联网络虚拟空间深度融合，未成年人的发展权、受保护权、参与权等基本权利，在网络时代呈现新特点、面临新挑战。本书立足于我国未成年人网络权益保护的制度发展实践和行业前沿动态，梳理了我国未成年人网络保护的发展现状与制度建设图景，并从个人信息保护、网络社交内容治理、网络音视频监管、网络直播监管、网络支付行为能力及风险、网络欺凌问题等角度分别就具体领域的现存问题、实际需求、治理实践、制度建设等进行了分析和探讨。基于国内外未成年人网络保护的实践经验和学术研究成果，在宏观层面厘清了发展方向和原则，在微观层面提出了一系列具体对策建议。我国未成年人网络权益的保护仍有很长的道路要走，应当构建未成年人数字权利与各方责任义务体系，落实未成年人保护模式应用及其实效，并建立科学的分类监管机制，完善场景化区分的原则与理论，推行专业评估机制和体系化保护，通过为各方主体赋能实现多元共治。

Abstract:With the rapid development of the internet industry in China,the minors' real-life space is increasingly deeply integrated with the internet virtual space.The minors' fundamental rights,including the right to development,the right to be protected and the right to participate,present new characteristics and face new challenges in the network era.Based on the institutional development practice and industry frontier trends of the protection of minors'rights and interests on the Internet in China,this book sorts out the development status and system construction picture of minors' online protection.From the perspectives of personal information protection,online social content governance,online audio and video supervision,online live broadcast supervision,online payment behavior capabilities and risks,cyberbullying issues,etc.,the existing problems,actual needs,governance practices and system construction in specific fields are analyzed and discussed.Based on the practical experience and academic research results of online protection of minors at home and abroad,the development direction and principles were clarified at the macro level,and a series of specific countermeasures and suggestions were put forward at the micro level.There is still a long way to go to protect the rights and interests of minors on the Internet in China.A system of minors' digital rights should be built to set the responsibilities and obligations of all parties,to ensure the application and effectiveness of the minors protection model,to establish a scientific classification supervision mechanism,to improve the principles and theories of scenario-based differentiation,to implement professional evaluation mechanisms and systematic protection,and to achieve pluralistic co-governance by empowering all parties.
